Given the fact that the Chinese police do not have the right to enforce the law overseas, the investigation task force led by Director Gao Xiaotian works alongside foreign judiciaries, during which they show great talent, courage as well as excellent detective skills. They hunt down Lin Guoxiong, a Taiwanese criminal mastermind who swindled millions from the Chinese mainland through telecom scams. They also persuade two key witnesses in a high-level government official corruption case to go back to China and testify against him in court. In a South American country, the team also takes out two local gangs that plague the local Chinese.
